Monitoring, Evaluation and Learning (MEL) - Local Expert

The British Council is seeking to sign a consultancy agreement with a Local Expert as a MEL expert. The overall purpose of the project is to ensure a consistent approach to perform continuous monitoring and evaluation by the selected Expert. This will ensure tracking of the project’s achievements and provide critical information for the steering of project activities.
|Location||This assignment is essentially home-based but requires engaging in frequent field visits to different regions in Libya, subject to applicable travel restrictions|

The purpose of the project is to improve capacity and provide quality technical and vocational education and training in Libya, and to improve the quality of content and relevance of education and training to meet demands in the labour market.
Based on a comprehensive Monitoring, Evaluation and Learning (MEL) framework, the purpose of this consultancy is to ensure a consistent approach to perform continuous monitoring and evaluation by the selected Expert. This will ensure tracking of the project’s achievements and provide critical information for the steering of project activities. It will also form all types of reporting and work planning of the project, for the benefit of the Project’s management, partners and stakeholders.
Under the technical guidance of the Senior MEL expert and Team Leader- KE1, the Expert will be based in Libya and will be recruited (initially) for a period of 100 working days to support the implementation of the MEL framework and will be reporting to the Senior MEL expert. In so doing, the expert will ensure compliance with contractual obligations as detailed in the Organisation & Methodology (5/2019) and will enable the key partners, notably Ministries, project working groups, businesses and associations to actively and adequately monitor the implementation of all activities foreseen under the project’s workplan.
