The British Council is seeking to sign a consultancy agreement with an international MEL expert. The overall purpose of this consultancy is to establish a comprehensive Monitoring, Evaluation and Learning framework. This includes developing and reviewing the project’s logical framework, developing tools development, recommending data collection and quality assurance processes, data analysis, and reporting on progress.

Role overview
The purpose of this consultancy is to establish a comprehensive Monitoring, Evaluation and Learning framework. This includes developing and reviewing the project’s logical framework, developing tools development, recommending data collection and quality assurance processes, data analysis, and reporting on progress. The expert will ensure tracking of the Project’s achievements and provide critical information for the steering of Project activities and recommendations for effective delivery.
The expert will be home-based, with possible visits to Tunisia/ Libya subject to lifting of current travel restrictions. The expert will be recruited (initially) for a period of 50 working days to support the implementation of the MEL framework and will be reporting to the project’s Team Leader. In so doing, the expert will ensure compliance with contractual obligations as detailed in the Organisation & Methodology (5/2019) and will enable the key partners, notably Ministries, project working groups, businesses and associations to actively and adequately monitor implementation and results foreseen under the project’s workplan.
The successful candidate will work closely with the Libya-based MEL expert, Team Leader, the Project Team, and other Key & Non-Key Experts. The consultancy will be spread over 13 months starting March 2021, with emphasis on the initial and benchmarking phases, as agreed with the TL. The successful candidate will work closely with the Senior M&E Adviser for MENA to discuss and agree key technical approaches and issues.
